How to add a manager to a Google Business Profile manually
If your client prefers the manual route (or you need the steps to send them), here is the current flow. Your client needs to be an owner of the Business Profile.

Sign in as the profile owner
Log into the Google account that owns the Business Profile, then search for the business name on Google or go to google.com/business to open the profile management view.

Open Business Profile settings
Click the three-dot menu on the profile panel and choose Business Profile settings.

Go to Managers
Select Managers (formerly "People and users") to see everyone who currently has access to the profile.

Add the agency
Click Add, enter the email address of the person or agency group you want to invite, and choose a role: Manager, or Owner if they need to manage access for others.

Send the invitation
Click Invite. The agency receives an email and must accept the invitation before access becomes active.

Owners can manage all profile settings including adding and removing other users, and a profile can have multiple owners. Managers can edit business information, post updates, and respond to reviews, but can't manage user access. Agencies usually only need Manager access.
